renting is popular in Germany. prolly to do with subsidies, tax breaks and rent rates. in the NL private sector rent rates are generally more expensive than mortgage rates for the same property. without context your list is unreadable really. this wiki list from 2014 puts the NL above the US, UK and Germany for home ownership rate.

When I watched a documentary on Germany, (a British family going to Germany, and they basically explained the 'norm') and they basically said most people live in apartment blocks, and these blocks are owned by people, but they usually make very very very little profit from the apartment blocks, hence why a lot of people don't buy in Germany.
