Refusing to believe something just implies arrogance, so I'll presume you meant "I find that difficult to believe". My suspicion is although child abuse remains very under-reported, it's less of a problem than it used to be.

My parents' generation would have seen that Savile/TOTP video and laughed him off as a dirty old man. Very few people today would share the same view.
