Is it enough with just SI or do I need to

You need one DAoC for SI = One Account.

its just an expansion
if you want an account you need to buy the game too - or the pack which comes with a copy of the original game AND the expansion..

Infact technically SI is daoc all in 1 - because it's a client in it's own right that plays daoc - but you need a cdkey to create a new account and the only way to get that is by buying another copy of the original game ( you don't actually need the cd from the original )
