What level can you start Master Levels

i'm only a level 27 wizard at the moment, fighting through the battlegrounds when i can.

I was wondering i would really like brittle gaurd ML but at what level can i start the ML's, next question who do i talk to to become a convoker or what do i need to do. I would really appreciate it if someone pointed out, who and where the NPC is.

I would also be grateful if someone can point out where the NPC that sells realm respec stones or have they meen removed.

one last think, does anyone know of any items that have usable procs that add to Dex or INT and that arnt arti's, i've heard of a level 20 cloack through a quest that as a +30-50 dex spell for 10 mins: was wondering if theres an INT equivelent to that. Ideally i would like 2 items with +75 int buff on one and +75 dex buff on the other (at the moment only have 50g so items i could get off quests)

i think you need like lvl 40 to get the mls, when you ding 40 you go from goth, take the boat to trials of atlantis, run up the hills til the big "temple" then right before the really really blue portal in the back theres a dude called ARBITER.. just right click on him and press through the dialogue and youre ready to go to ml's
