+skill effect above char level

I was wondering how much +skill you would need in order for it to have effect.

Example: A level 24 mercenary with 21 crush, 21 dual wield, 15 parry. He should get +5 parry (5+15=20) with effect, but should he also have +5 crush and DW? At +3 he hits 24 (21+3) composite. Will extra +crush mean anything above his level?

I've read some posts that are inconclusive on this. Some say that main weapon (crush/slash/thrust) will have effect above level, and that DW f.i. will not. Others say that 51 is cap for skill, but would that correspond to 25 cap on a 24 toon?

51 is mentioned because RR5 was considered level 51 (due to DPS and armour increases).

As for your question: Yes, it helps on damage with crush-styles, your style-modifier will continue to rise, even if you go above your own character-level. Your base-damage will not rise if you spec crush above your own character-level, so if you use exclusively DW-styles it will not help you.

For DW, it will increase your chance to swing your offhand even above char-level and increase your style-multiplier.
