This could be an interesting story to follow, as FIFA will want to keep them in the competition but if the story is correct then they will have to break their own discipline rules to allow them to be there. . . . but then it is Blatter we talking about so anything can happen

I wonder for example if FIFA rules really do state: any member association which fails to punish correctly a club which breaks FIFA rules will have its national team suspended from playing in the next official tournament.

More likely that is the maximum penalty that could be given, and there are other milder punishments that preceed that action.
