Wont effect anything, clubs with massive debts like united and liverpool not targetted, teams like chelsea,city and Real will just find ways around it like making sponsorship deals with the owners other buisnesses, that way owners can pay their own club £££££ and increase the profit on paper. The clubs profits will look to shoot up but ofc the owners personal profits will drop but since the owners themselfs not under rules it wont matter.
The only thing this will stop for the good is situations like portsmouth.
Related Party Transactions are a required disclosure in all sets of company financial statements. However I'm not sure that sponsorship from another company owned by the major shareholder could be considered to be "cheating", it seems perfectly valid to me.
Ditto other routes they could take, like paying the players wages from a holding company and thus taking them off the club financial statements. It just needs a bit of creative accounting.

I am quite pleased that many of my predictions have come true this season. I still believe that Silva will go to Madrid or United. Aguero will certainly go Chelsea. Barcelona will swap Ibrahimovic for Fabregas, Arsenal will buy Mata for £15 million and Melo for £20 million.
