Check that the enb desn't require something else like, what's that thing, skse? Also try launching in windowed.
Loading a pre-modded save with a new install(even with all the same mods in) will most likely crash any game. This is a given ofc
If all else fails you could try installing the stuff you want and then load a game that's at the very start since sometimes the starting animation/character creation is a problem.
In any case it's a good idea to make a "fresh save" where you have nothing installed, but it's past the starting area (preferably after you made your stormcloak/imperial choice and are inside the keep). Then you can put anything on that save and it'll probably work(and if not, then it's a mod/install problem as it's a clean save).
So in a nutshell;
Start a new game with no mods(basic skyrim), get inside the keep, save and use that save as the "go to" modding save. (starting from an inside area helps).
Then you can get a character customisation mod if you want to change your default appearance.
