Now if I was running the FA, I'd be looking for a big slice of that pie saying "grassroots development", and I'm sure some spend for that is hidden in these categories, but at looks like they'd rather you didn't know how much...

That's not how they're doing it though. There's a fairly explicit way they're funding:

Sports doing well get more money while others are culled. If the objective overall is Olympic medals that's a sensible strategy. If the objective is to get more people participating in sport, maybe less so (although apparently the benefit of London 2012 to the nation's physical activity was...absolutely fuck all, so maybe making people feel good about being British while they funnel chips down their gullet watching the games on telly is the way to go).
