Well, tbfh, the ones with their tits AND ass out generally are, in my experience. They're not dressing that way to look "elegant" or "tasteful" or stunningly beautiful. They're dressing that way to attract men. And if a small proportion of women just happen to like to dress that way it doesn't mean men can spot the difference.
