The empty seats in the sold out events are mostly the olympic cronies + hangers on seats - you have to provide them as part of the contract to host the games so there's not a huge amount you can do to prevent them.

I don't think using the Army to fill them is a case of making it look more full as it is a case of giving them an opportunity/treat to use them when not busy with other duties etc.

Not sure about the civvies bit. In the gymnastics there were a lot of uniformed army in the stands. It is a good idea and they are being transparent about it so fair play about time squadies were not treated like shit.
