If I own land, it doesn't mean I get to run an illegal dump.

You can face prison, prosecution and unlimited fine (and cleanup costs). The problem being is that this is normally on the landowner - so if it's public land, who do you prosecute?

But if you're dumping shit on public land, that's still a matter for the police.

If we're going to remove human rights, lets remove them from fly tippers and their associates. Summary execution - Judge Dredd style.

No, I'm saying stopping them running an illegal dump isn't as easy as the old bill turning up.

Does make you wonder though, is a blind eye being turned because it alleviates pressures?
