Binance have come out and said they're doing just that. And they've confirmed that they're under pressure (mainly by wankers on social media - nobody official) to block ALL Russian users - regardless of whether they're on the sanctions list.
Look stuff up yourself. Or just read twitter, believe it, and then demand proof from other people when they say the tweets you're reading are shite.
Meanwhile, nobody is banning gold, silver, cash, or any of the other myriad ways that people casually get around sanctions.
I, however, can confirm that I've been involved in actions to block certain Russian banks from SWIFT. Too late, of course. Because we don't want to inconvenience rich people - so the demand from government to implement the sanctions only came after the rich have had plenty of time to make sure they won't run out of cash until the sanctions are lifted.
But "crypto" eh? It's all about this criminal shit you don't understand. (And to be fair - you're not bothered by the complete ineffectiveness of traditional sanctions, so why would you understand crypto?)

I would certainly agree that responsible exchanges should be doing all their KYC, AML checks etc. but the regulation isn't there in a lot of jurisdictions so some are more than happy to let you be as shady as you like.

Romania is saying the (very old) plane went down due to bad weather and a (one) helicopter that went to investigate was lost to the same bad weather.
