Putin is the big boss who wants his 'taste' of all criminal activity that his law enforcement allows. There are no barriers between Legislative, Executive, Judiciary, Law Enforcement, Mafia and Secret Services in the Russian Federation. It's all one thing. Targeting criminal proceeds hurts Putin's personal wallet.All this talk of adoption seems to be related to this:

Basically, oligarchs steal money from Russian people, the complicit state kills the lawyer charged with investigating it, the USA enacts a piece of legislation to ensure this stolen money can't be taken to the US, Russia responds by banning Americans from adopting Russian children. And now, we have odd conversations about enabling "adoption".
The whole thing is disgusting.

Seriously, scuds were useless in iraq and that was over 20 years ago.
Rockets were never the problem. Artillery was. However that threat may be overstated:N Korea's 1970 rockets would might take out a couple windows, that is all.
I'm no expert but I would imagine the South Koreans and Americans have suitably advanced radar technology to track the exact origin of any ordnance that came over the border, and to very quickly send something bigger and much more explody straight back to that origin.
