Just because someone has different beliefs doesn't mean they can't understand someone else's belief system. I'm an atheist but I know a bit about a few different religions, even if I don't believe in them myself. It helps me to be able to understand the way that some people act though, and the way that some countries do things. If someone is appointed as head of religious affairs, it's not because of their own religion, but because of their understanding of a wide range of religions.
