It's quite clear in the story that Roy is experimenting. There could be a time in the cup that he needs to swap people around because of injury etc. Milner is in the squad as a utility player so this makes perfect sense. So much pointless hate.

£32m isn't too much for a top striker these days (assuming he isn't on silly wages), especially given how much you need one. I thought you'd go in for Benzema with all the Luiz money though.
