Not 100% sure this is how it works but its consistent with the patch notes and your experience:
My cap on new lifetap is 554 (lets assume Sorc you met had similar cap). WIth 26% you take a 26% reduction in damage....which calculates to around the 410 mark.
So I guess your initial question remains is that too much. Given that Sorcs in group rvr are going to have a whole lot more on their minds than nuking AND they are realms primary cc class with low hits and paper armour I think it gives them the (slight) possibility of being able to keep themselves alive for a few seconds longer. On Cabalist it brings them in line with other classes, yes its base-line but then Cabalists have to spec for things other realms get in base-line (aoe disease for example).
But still, Dark Specced SM nukes for around 350, whereas there are sorc's nuking me for over the 400 mark with base nukes. Something wrong there in my opinon. Add that to the 2.5 second cast time, and then ask yourself why make a fire Wizard? (not like you haven't asked yourself that before )
Would be interested to see some tests done to see how much sorc's are hitting for overall.
