It should say on delve even, like: "this effect has a chance of going off when your weapon hits an enemy" or "when the weapon is being struck by an enemy".. those are the two mentioned above (offensive and reactive procs).
So it should cost you about 2 seconds to find out.
It can still be useful, because that type of proc will go off in pve too, so if you are farming in df or something, use your shield to strike with sometimes, it can help you.
I use it on my warrior (80 delve heal proc on a toa shield from ml1.1) when he is farming hulks in DF. I use Brutalize for when I block, which is pretty often. Healproc heals for 100 hp, about once every mob on average.
