There are lots of ways to run a Federation, and the tension in the US has always been between too much control at the Federal level, and not enough; the argument being "Federal=Big Government=Incompetent and probably Socialism", which is of course, bollocks.
In this particular case Trump is conveniently missing the fact that most of those "failing Democratic states" subsidise the the Republican states on an ongoing basis through their federal tax revenues. Almost everywhere on Earth, rural (poorer) parts are subsidised by urbanised (richer) parts, which expresses itself in the US as both coasts (Democrat) versus the Middle (Republican) but just because the US happens to be a Federal state doesn't mean that's the reason for it; in Italy its rich north v. poor south, in Ireland its Dublin v everywhere else, in the UK its city v. shires, and in the EU its rich industrial north v. poor rural south and east.
