But it hardly ever procs, like 1/100 hits.

I would suppose that you would see little difference in a full suit of sidi armour.

fyi, the power relics will affect how much it will heal for, not that you will experience this but just fyi xD

I don't think so, try asking on dev boards whether drop procs go off less. I don't think so myself, but it's possible.
