because it's hard to do. it's that simple. how hard is it to stab someone? not very.

I'm certain that there is a thriving market for stolen material. That said, aquiring it on the black market, packaging it, transporting it and then doing something effective with it is really really hard. I'd say orders of magnitude more difficult than building a pipe bomb full of nuts and bolts, or renting a white van and making off with your nan's best kitchen knife.

Part 1. Most of the theft is low level crime, stealing equipment or trucks for sale that just happen to contain material. Not intentional theft of radioactive stuff.
Part 2. How many bombs have we actually seen that could be an effective dirty bomb? Even to spread material over a 1kmx1km area would require a pretty big bomb. Most of the lone nutters just don't have the experience to build that type of device, let alone build it without alerting the security services.
