The formula is simple

0.78 * ([r / i * (u* 0.078) / A1 - t + e + p + t2 - v / ref / vm - F] / 2009)

where

r = reputation
i = no. of infractions
u = use of reputation system
A1 = primary activity level expressed as a percentage of the point needed for next level
t = No. of tags
e = no. of referrals
p = points for threads divided by 15 (round down to the nearest 3)
t2= threads
v = votes
ref = referrals / 16.04
vm = visitor messages
F = filled profile

Doesn't depend on time.. Depends on how many you rep! You could be an insane rep spammer and just throw it out, left and right, to all posts and rep hundreds of posts each day, many by the same posters

You can read the vbulletin manual for more details on reputation but the actual system will depend on what Deebs etc set up.

However in general it is something like:
You start with the power to give 1 rep.
For every x (normally 365) days you are on the forums it increases by 1.
For every y (normally 100) posts you make it increase by 1.
For every z (normally 100) reputation points you have it increases by 1.

I am sure if enough people posted their details we could work out the formula but it might be easier to just ask a mod.
