The fact that he and his voters don't believe the IC's conclusions does not make them untrue. It points out that when Trump tried to excuse himself by claiming he was mocking the reporter's grovelling that's a lie because he wasn't grovelling or apologising in any way. It also points out that when Trump says he barely knows him to remember if he even is disabled that's also a lie because he's interviewed him many times.

So basically Trump gets angry with a guy he knows is disabled, because he refused to back his made up bullshit, and in temper does a spazzy impression of him. Classy.
