Not really, there is being shot, and there is being shot at. If the bullet made contact, then he would have a missing bit of ear. Ears, or bits of ear, do not grow back, and seeing as his ear is fully intact, and there is no visible scaring, I suggest he lied, and milked it dry.

So, just to be clear: He carries around a bit of fake blood in case someone shoots at him, so he can pretend he's hit? And the guy the secret service shot in return?

Or was it all a fit-up? The "shooter" wasn't anything such - he just had a gun firing blanks, and the secret service shot him and blood-squibs went off in his chest. The coroner recorded a death that never was, with a John Doe substituted. And they've all covered it up. Meanwhile, they had some cool guys ready for the Trump photo shoot, because it was a pretty epic picture on the front of Time.
