Depends really. Some whiners are quite good at what they do, but usually they are solo players more then team players. As a support i try to note which players are solo oriented and try and compensate, which does help in the long run(for example taking the workload of supports who just farm damage items etc). You can't do miracles, but you can affect the outcome just by yourself.

But yeah, there is some correlation. Most the time it comes down to lack of teamwork(in the very abse level of teamwork that is).

Oh yeah and; pick last so you can fix any glaring problems with the team composition, like missing a tanky char, or hard support etc.
