Don't southern Canadian cities have proper seasons though? I have family in Canada and it seems to have proper, predictable winters combined with proper, predictable summers. Here in blighty, we get random shite all year round and caught with our pants down ever winter because we simply can't predict it.
I actually like the cold.
i think they choose liveable as in education, crime, transport etc etc
not how lively or fun a city is
Helsinki is very easy to live in because the majority of things work, Hull on the other hand is a city where nothing works, but Hull is a highly entertaining place to live (Helsinki is not too bad but you need to know where to go, what to buy or you will get screwed)

Yeah Helsinki is quite a good place to live. Transportation is ace, haven't been in even a near fight in 10+ years, only got "mugged" once as i was drunk and took a wrong turn(bruised knee as i fell ), schooling is ofcourse your regular Finnish 9 year pro stuff and order is...well..orderly. Healthcare works well too.
Expensive as Finland is, but good still.
