That's the only explanation I can think of - I don't understand how fucking up figures in a party policy (which isn't actually party policy - she just fucked up the figures when talking about it.) is ANYWHERE near saying something which would clearly piss off the people that have locked up one of your citizens, it's infinitely worse.
