You are responsible for anything on your property. It's the same with anything. The councils don't have unlimited funds to deal with everything. They won't fix sewer pipes or water pipes on your property. They won't paint it for you. And will charge you to remove rubbish from it.Councils should do more to help people remove it, what if you find a massive amount of it, which will cost you a shit ton of time or money to remove it?
