No, he elbowed Torres in the face. Webb gave the foul but not a red, not sure how that's possible - if it's a foul with an elbow to the face, it's red.

It's a red if there was intent. If accidental then foul or yellow if bad enough. When jumping for the ball you raise your arms naturally, they all do it. I believe it's due to the extra lift they get when they flap them back down
