Software to reduce file size of videos

Guys do any of you know of a free bit of software to allow me to reduce the file size of a video?
My dad bought a digital camera, but it's a Cisco pocket camera and you cannot adjust the quality of the recording.

The 3-5 minute files are roughly 500mb

The files are recorded in .MP4 format. Ideally I wanted some software to reduce the quality and file size. He wants to upload these, so we don't want happy shopper quality, but we don't want 500mb files lol.
