Yes, but in situations where the person absolutely has to be identified (such as the chaos of school collection time) then they should remove them so that the already under pressure teachers can identify that the child is being taken by their parent or other recognised adult.

I -think- it's because burqa are a post marriage thing for many cultures - don't be a sex symbol, youre taken whereas headscarves are more of the cover your head thing, which many men do too.
