It almost never happened, someone nominated it for that day but I opposed its appearance, unless the article was pre-emptively protected against vandalism. The last thing we wanted to see was idiot vandals inserting offensive nonsense into a version of the article that might have been read by a relative of one of those poor children. Thankfully common sense prevailed, and (very unusually for Wikipedia) it was protected on the day.
I've often thought about giving the Bulger killers article the same treatment, but Moors murders was a difficult subject to work on and I'm not sure I want to repeat the experience.
BTW, there are two editors involved in that article, I'm one of them but the other guy deserves recognition also
