On Gorre, when trying to hand in the Sohpist RA respec stone to the appropiate NPC, the NPC will not accept that item.

Yes, while the free (well very cheap) RA respecs stones are available the current RA respec stones will NOT work. Please refer to the patch notes to find the NPC that sells the cheap RA respec stones and use those.

talk to one of the 2 females next to him, then give her the stone when she tells you to, then go to your trainer and type /respec realm
