I think it probably is, only its Alacritous not Celerity, Celerity proc's are only 20% and don't stack, Alacritous procs are 30% and do stack with normal haste buffs.

I have 2 identical crush poles, same MP quality at 5.6 speed, one has stats that fits my template slightly better though which is what I have on.

weapons with celerity in their name proc a regular haste, which doesn't stack with other haste obviously. alacritous proc celerity which does stack with regular haste

alacritous celerity proc = mid celerity
