If its 7.7-7.10 BG steps, then why only 2 fixed groups?

It looks more like a pre-steps or farming run to me.

this raid is ONLY doing the BG steps, 7.7-7.10, ignore first post on set groups, its now ffa, bring as many sbs and hunters at you want etc.... hell, bring your dog if you have to :X
