Loss of guild bps, is this permanent?

From GOA regarding the server downtime . . .

"There are some comparatively minor side effects such as the loss of realm and bounty points from guilds but player totals will remain unchanged."

Are they serious? When the defence of the realm relies largely on guild bounty points how can this be a minor side effect?

I hope they will reappaer when server comes back up but from GOA's wording I don't think they will. Wonder if it will be considered a minor side effect in the keep based RVR that is New Frontiers?

It's not as if serious guilds run out of BPs.
