40 util is kinda crap for a level 50. The Restoring the Magic cloak is better (45.8) Hooded Shadows is better at just over 40 and Oil Drenched cleaning rag has 52.

Restoring the Magic is a level 50 quest that you get in Caer Gothwaite. Go up the stairs behind the curtain in the big tower and talk to one of the women there and you'll get the quest. Note that both give quests with similar names, but one of them (Failing Magic) is a level 26 quest that will award you with a pretty good BG-weapon
Hooded Shadows Cloak is the same as Hooded Blades Cloak I guess, and can be acquired from the Ghost, Zombies and Necromancers quest that you get by talking to Bartholomew upstairs in one of the houses in the ghost town to the, uhm, west I think of Ft. Gwyntell.
Oil Drenched Cleaning Rag is dropped by the Tower Keeper at the Cabalist's Tower in Dales of Devwy. You will meet him when you do the Restoring the Magic quest.
