I think you would find that the average person with a high degree of education will generally be more intelligent.. and I do believe that is what the original poster meant.
As far as I know, when IQ tests were first developed, the index 100 was set as a "most common" level of IQ (in europe), and while this does not directly say anything about the average intelligence of europes population, it should give you a pointer as to where the average could/should be.
