That's because the prices cannot go any higher! Will sales rise if PC games start selling for £45? (I haven't checked console prices but I think some are past the £40 mark?)
£35 is already too high for the average game, which has a lifetime of ~30 hours. Though these would sell easily at the £15-20. But publishers and the other assholes who take a cut are killing the market.

The customer can perfectly decide how much money he can afford to spend on software. And he has plenty of options to chose from.
