Load of crap. Euro 96 only had one bit of trouble and the transport infrastructure is a shitload better than South Africa's, Brazil's or Russia's. England could easily host a World Cup, and that's part of the problem, Blatter's WC strategy is all about "legacy"; if he has the option, he'll always go for the country that hasn't had a world cup over the one that has.
