I don´t like Beckenbauer either, but comon... this is hardly a criticizing interview. I thought it was quite respectful when he said that a game like this should be a semi-final and not a last-16-match.

He said that the english team looked burnt out. So what? It was just a subjective observation (which many people seem to agree with) and he even gave a possible explanation. He didn´t say "the all suck" or anything.
