Its not really that historic; its been done before in the US, where the way police and sheriff's departments are set up is fucked up and weird in the first place (like voting for law enforcement officials rather than actual professionals) so police departments in some States/Cities are contracted like Health Trusts are in the UK.

This is basically a way to sack everybody without any pension responsibilities (none of that namby-pamby TUPE or protection of workers' rights in the Good 'ole US of A)
