trying to activate Phoebus' Harp on my healer loremaster wont accept it

Tried the correct loremaster, have the scrols the credit the artifact, wont accept it. Anyone have any ideas ? :]

Snoz I had the EXCACT same problem last night. I had obtained Phoebus Harp for my healer and had all scrolls. Ecounter for the artifact even checked out. Yet Loremaster Jorian ( Halls of Hero ), who were supposed to accept the artifact, didnt want it... I tried relog but didnt work - will try again in a few mins.

Healers should be able to activate this artifact. People on the US have done so and i've heard about prydwen healers that have done the same.

OK just runned over all loremasters in the havens and all in the Halls of Hero - NO ONE wants the Harp. Maybe its not due till 1.69 that others than minstrels, bards and skalds can activate this artifact?

Its activated on my Sorc so that is not the problem.

I had same problem with a ring of fire though, when I delved it it did not have the right properties for an artifact and instead looked like normal sell loot. Rightnow fixed it.

Recently I obtained the artifact Phoebus Harp which I hoped to activate on my Healer. Im told that healers can activate this artifact and have read various post where other healers confirm this to be true. Also in the dvelve window it says its for those " trained in the poetry of music " hence bards, minstrels and skalds. However others may use it as well.

Here's my problem:

- I have done the encounter and gotten credit for it. I've checked /quest and I do indeed have it listed: "Phoebus Harp Encounter, Completed"
- I have all scrolls for the artifact and they are combined to a book.
- I have the artifact itself.

I cant hand in the Phoebus Harp to ANY Lore Master/Mistress. I've tried everyone there is, but no luck.. I have talked to Head Loremaster Kolbjorn in the Halls of Hero and he says that Loremaster Jorian is the one that activates Phoebus Harp. I try turn in the Harp to Loremaster Jorian, but he wont take it..

This is a bug I believe which I hope will be fixed soon.

healers could activate it in 1.67 (confirmed), and will be able to activate it in 1.69 (confirmed)
but in 1.68 there's some kind of a bug

Anyone can use this artifact.

When the artifact is activated it is a necklace, not the actual harp, the level 10 'Create Item' Summons the harp.

So, anyone can use the necklace itself for the stats on it, and level it whatever but cannot use the harp that it summons at level 10.

This artifact is not supposed to work for healers in the currently version of the game.
For the other healer of your server it was a mistake and we will desactivate it.
It could change in the next version so keep it carefuly.

Ok, there'll be some news about this tomorrow however I'll briefly explain the situation here.
In the current version, healers cannot activate this artifact. It's not bugged, the code makes it completely impossible for them to do so. Obviously this is a change from 1.67 when they were able to. I've checked the code for 1.69 and they are able to activate it then. It seems as though there's been either an oversight or an undocumented nerf/denerf in the current version.
What we are going to do is assume for the time being that the code is correct. No Healer or Shaman will get this artifact activated for them, however in 1.69 the problem will cease to exist.
As far as Snozskii is concerned, we shan't be de-activating his artifact. We made a mistake and it's better to make one mistake and leave it at that, than make another in undoing the first one.

I dont see it as mistake that you fixed Snozskis Harp. As I see it, the only mistake there is, is that healers/shamans cant activate the Harp in this patch. A bug you might call it, a bug which got adressed and fixed by Snozski filling in a repport to RightNow. Why not continue what you been doing so far and help those healers/shamans wanting to activate the Harp in this patch?
