Vamp doesnt need a nerf tbh, and your a Light tank, you should
be able to kill a vamp

Many spells delve differently.. 2.5, 3.0 ect..
a 2.5 spell caps @ 1 second. (40% of delve value)
a 3.0 spell caps @ 1.2 seconds (40% of delve value)
basicly you reach this "ability" to cap your spells by having a certain amouth of dex..
