Lies, damn lies, and statistics. G+ membership is distorted because basically google has effectively bribed companies into supporting G+ by quietly improving your quality score if you have a page, and even more if you use their social login (which, to be fair, is less flaky than Facebook connect.) it doesn't mean people are actually using G+ though; our engagement stats are pitiful compared to Facebook or Twitter, and most people are in the same boat; lots of "members" but no one actually doing anything.

That's the point that Raven and myself have both made: their social network is not a direct use per sé, such as an "awesome cheese sandwich" Facebook affair, but rather an insidious use via other social services. Maybe that's the way to go?
Nobody make me say "there's more to G+ use than logging in and actually using it" again.
