It's true to some extent, but we'd have to know the district, the type of people living there, the time of day etc. I'm betting there's places in the UK that could have a kid laying in a bloodpool for a good while too. Atleast if stories i've heard on this forum give any accurate story.

i read an article about it where they mentioned that a lot of people are terrified of helping others, one guy helped an old lady who had fallen and ended up having to pay all her medical expenses (enforced by a court) leading him to near bankruptcy, earlier this year in a similar incident a man pulled over to help someone and ended up sued, he ended up accused of running her over and had to pay out a hefty fine + compensation

if you punish people that stop and help is it any wonder that people are reluctant to do so?
