I took this from one of the wizard TL reports, I'm quoting Therrik, wizard TL:
Does this mean that with higher quickness and using the fastest staff you can find, interrupts won't be so bad? You would still get interrupted, but for example, if you use a 5.5 speed staff or whatever, if someone hits you then the die, you can't nuke anyone else for like 5 seconds, but if you used the lowest delay staff with highest qui you can get, it would be like 2 seconds or something. I doubt you could become uninterruptable but you could make a damn fine crack at it
Its not a lot, but at least it gives -some- use to quickness for casters.

Also, the amount of time a caster must wait before they can cast again is based on the SPD of the staff they are using.
