Seems sensible to me whilst their brains are growing at a massive rate.

There are measurable effects even with the lightest balls - and there's plenty of time later on for them to pick up the skills. It's not like they're being told to not play football.

Also - when you play outside of school then you can head to your heart's content. So this is about damage minimisation when in school (or professional organisations) rather than an outright banning...
