its a different situation because in darren fletchers case he was punished for something the referee decided was wrong (i am not getting into whether it was the right decision thats a whole different kettle of fish), however in this case eduardo misled the referee and so was not punished during the game (crucially in this instance the referee never made any reference to diving of eduardo so the governing bodies can do something because it had effectively nothing to do with the referee, though it does reflect badly on his decision making)
doubt that the FA/UEFA will start charging every player that dives with two match bans, would be an insurrection from the big clubs who tend to get the most stick for diving (drogba, ronaldo, gerrard, anelka, eduardo, adebayor, hear many complaints about Andre Bikey diving? nope because no one cares)
I get what your saying but you could argue Cesc went over easy in the Fletcher challenge so mislead the ref and got him the booking?
