Well in the UK we use "larp-Safe arrows" Which are effectively, an arrow with the metal head cut off, then a foam socket like thing attached to the end, bigger than your eye socket, so that it can't poke your eyes out. Weapons are made with a solid core, then padded with foam ontop of which is placed a few layers of latex and paint...

They still bloody hurt if one catches right in the eye socket when fired from a good bow, not more than 12ft away.

Still preferable to an actual arrow through the eye though.
